Policy Tracker · Nimule pilot

From commitments to evidence.

Track what has been promised, what is documented and what still needs verification at the South Sudan–Uganda border.

Last evidence review: . The dates attached to sources are separate from this review date. Review target: monthly; updates are editorially checked.

This pilot follows five monitoring areas. Some concern recorded government intentions; others are tests proposed by Ramdiet. It is an evidence record, not a numerical ranking or an audit of border agencies.

Nimule monitoring record

Showing 5 of 5 monitoring areas

Announced

Coordinated operating hours

Published policy intention; Ramdiet proposes a joint service schedule.

Institutional responsibility
Ugandan and South Sudanese border agencies; joint coordination supported by the EAC.
Commitment or action date
10 April 2024
What the evidence establishes
The joint mission identified differing operating hours and expressed an intention to develop an action plan. This supports tracking coordination as an objective.
What remains unverified
The reviewed sources do not establish a common, current schedule covering every required agency. An announcement is not evidence of implementation.
Evidence needed next
A dated schedule naming agencies, hours, out-of-hours procedures and a responsible contact.
Sources and assessment history

Assessment history

— Initial assessment: coordination objective recorded; comprehensive service schedule not verified.

Insufficient evidence

Accessible procedures and charges

Ramdiet monitoring criterion; no specific joint publication deadline verified.

Institutional responsibility
Relevant customs and regulatory agencies on both sides; exact ownership of a joint guide remains to be established.
Commitment or action date
No dated joint commitment verified
What the evidence establishes
The 2024 mission called for clearer understanding of procedures. A 2026 complaint records concerns about e-permits and charges, alongside South Sudan’s response defending the system.
What remains unverified
These records do not verify a complete current guide to documents, charges and appeals. Complaint allegations are not independent findings of misconduct.
Evidence needed next
Accessible official fee and document schedules, legal bases for variable charges and a usable appeal route.
Sources and assessment history

Assessment history

— Initial assessment: need identified; complete current joint guidance not verified.

Announced

Regional customs-system integration

Recorded integration intention; no completion date verified.

Institutional responsibility
South Sudan’s customs authorities and the EAC Secretariat, with regional customs counterparts.
Commitment or action date
Meeting date not specified in the complaint record
What the evidence establishes
The 2026 complaint record describes the e-permit as an interim system pending integration and records an EAC role in facilitating a roadmap.
What remains unverified
The record supplies an intention and explanation. It does not confirm completed integration or a functioning data exchange at Nimule.
Evidence needed next
A published roadmap followed by documented deployment and verification that duplicate steps have been removed.

Assessment history

— Initial assessment: integration intention recorded; completion not verified.

Implementation documented

Trade-barrier resolution and follow-up

Documented administrative resolution of complaint NTB-001-360.

Institutional responsibility
Uganda and South Sudan; follow-up through bilateral arrangements and the regional trade-barrier mechanism.
Commitment or action date
4 June 2026 · recorded resolution date
What the evidence establishes
The register marks the complaint resolved and records agreement to handle remaining issues bilaterally. It also refers to a 10 May 2026 resolution involving South Sudan and regional drivers.
What remains unverified
This status refers only to the documented administrative step. It does not establish that every allegation was substantiated, every remedy implemented, or clearance improved for all traders.
Evidence needed next
Published remedy details, follow-up evidence and checks for recurrence using protected trader feedback.
Sources and assessment history

Assessment history

— Initial assessment: recorded administrative resolution documented; operational outcome not measured here.

Insufficient evidence

Predictable end-to-end cargo release

Ramdiet proposed outcome measure; no joint measurement commitment verified.

Institutional responsibility
Would require border agencies on both sides and trader participation; no pilot owner verified.
Commitment or action date
No dated measurement commitment verified
What the evidence establishes
The July 2026 assessment supports examining approvals beyond customs. Its passenger-clearance figures concern Namanga, not Nimule cargo.
What remains unverified
No comparable current Nimule cargo-release dataset was located in the sources reviewed. Passenger statistics cannot substitute for cargo outcomes.
Evidence needed next
Defined arrival and final-release times, goods covered, observation period, exclusions and distribution of delays—not just an average.

Assessment history

— Initial assessment: comparable Nimule outcome data not verified; no numerical score assigned.

Methodology

Each area identifies the basis for monitoring, relevant institutions, dated evidence, its limits and the information needed next. Sources are selected for direct relevance and preference is given to primary institutional records. An official account verifies what an institution reported; it does not independently prove every operational claim.

Evidence statuses

Scope and comparisons

Statuses are editorial assessments of evidence, not grades for institutions. The initial record uses a 2024 joint mission, a 2026 trade-barrier entry and regional framework material. The July 2026 assessment concerns other border posts. No current Nimule cargo waiting-time figure, original interview or field verification is claimed.

A resolved complaint is distinguished from verified improvement. Allegations and responses retain their attribution. Passenger clearance and cargo release are different measures; comparisons require compatible definitions, periods and samples. The pilot makes no claim to cover every commitment or available document.

Updates and corrections

Ramdiet aims to review this record monthly. The displayed review date will change only after an evidence review. Each entry retains a dated assessment history; substantive revisions will explain the new evidence or corrected interpretation. If a review is delayed, the existing date remains visible.

Send a source, the relevant monitoring area and the proposed correction to ramdietssd@gmail.com. Published responses will avoid personal details that could expose complainants. See the editorial standards.
